Telesto, can you please review your steps once more? In step 7:
- I assume you also mean "to character"
- I assume you mean "image _does not_ jump up"

In any case, I can't reproduce the image jumping all the way above the "The
following examples [...]" paragraph, but I do reproduce the following:

- in ODT, both Figures 3 and 4 jump up enough to overlap the previous paragraph
(or all the way to the top of the page for figure 4), with the caption
following it.
- in DOCX, the images do not move but the captions jump down.
