In command line PDF export mode attachment 153918 layout changes: on page 5 an
unexpected page break appears between the first and second level of numbered
paragraphs, making the total number of pages 22 instead of 21.

2. in CLI save as PDF: --convert-to pdf
-> Layout changes, page 5 is mostly empty and total number of pages is 22.
Works fine from UI.
