Absolutely, when Windows builds are finalized as RC the configuration for the MSI installer package gets toggled such that WRITE_REGISTRY value gets changed from 0 -> 1. When not set, all Dev builds of Master and the Dev builds for each of the branches will not make ANY changes to the MS Windows registry. Since we are looking at issues of LibreOffice integration with MS Windows shell, specifically the > Win7 Jump Lists, we have to force the install to register--can only be done with a command line install using msiexec.exe /i syntax and a WRITE_REGISTRY=1 switch.
