Description:
Context:
- Xfce / xfwm4 (4.18) on a Debian base (MX Linux 23)
- fresh user account with default desktop configuration and LO profile

Steps to reproduce:

1. Open a non-LO application that has an ordinary desktop window, e.g. a
terminal emulator.
2. Open a new LO window (for me Writer or Calc both result in the same bug) and
place it in front of the terminal window from step 1. Both the LO window and
the terminal window should be set to “same as other windows”, i.e. not to
“always on top”.
3. Type Ctrl-F to get a find dialog.
4. Use window manager keybinding (for me: Alt-Tab) or launcher (for me: rofi)
to switch to the terminal window from step 1.

Result:
Terminal window has the focus but is obscured by the LO window.

Expected:
Terminal window is brought forward in front of the LO window.

Note that I get the expected behavior if, after step 3, I click the
text/spreadsheet so that the cursor is no longer inside the find dialog.

I also get the expected behavior with Ctrl-F/find dialogs in other applications
(tested with Firefox, Featherpad).

I get the unwanted result whether I use xfwm4 (Alt-Tab) or a launcher (rofi) to
switch applications.
