I don't understand what you are trying to do.
^[0-9] searches for a number at the beginning of the cell.
& replace what is founded for itself.

If you want to add zeroes at the beginning, in replace put:
0&
but as in the cell are numbers (not text) left zeroes are lost.
So replacing with:
'0&
they became text and the left zero is added.
