Hi,
Now that bug 58630 and bug 61948 are fixed, it looks clear for me that this is
not a bug but a particular problem when using a too long list (if anyone can
tell me who can choose an element among 1000000 ? - this is due to a permissive
use of Excel where you can select an entire column)

Tests performed with:
Version 4.0.3.3 (Build ID: 0eaa50a932c8f2199a615e1eb30f7ac74279539)
Vista-32b

- on a new spreadsheet with a list A1:Axxxxxx:
time before seeing the list when I click on the drop-down arrow
100000 cells -> 4 seconds 
200000 cells -> 50 seconds

- on the  attachment 75589  (test XLS file):
  in Sheet2, enter Hello in cell A1048576 (last one on the column)
  in Sheet1, enter Hell in cell A1, 2 seconds before reading "invalid value"
                   enter Hello in cell A1, 2 seconds before data is validated
=> Validity function works perfectly

So, imho, there is nothing to do, just explain to users, or have an
improvement, eg: the drop-down arrow should not be shown when the list is
greater than a readable length
