In the mean time, I have tried to "resolve" the problem by carrying out a fresh install of Kubuntu 13.04. By doing so, I did manage to solve several problems, amongst which this one. I am not sure whether the problem I have dealt with, was a "bug" or simply a configuration problem. However it may be be, the Dutch and all other spell checks in Writer work now properly for me.
