YES I am, and THAT is a prerequisite condition to the hang. I use Windows Speech Recognition, the windows built-in dictation software. Based on your excellent question, I tested to see if the hang follows any of the related settings and it does. In Settings > Accessibility > Speech (under the heading Interaction), the setting "Windows Speech Recognition", when On causes the hang to appear, and when Off causes it to go away. I observed that after setting it Off, a restart might be required, and when set back On, the hang might not happen on the very first cell copy, but it will in the first few. This accessibility setting, when On, lets the user close or minimize the speech to text input tool which can be launched manually with Windows logo key + H. Whether that is present or not, or used or not, does not seem related. Only the control panel setting is. Hopefully this discovery will allow a developer to reproduce the problem.
