Problem description: 
A text with capital font's effect style isn't uppercase when exported to html.

Steps to reproduce:
1. Enter a lower case text.
2. Create a style from the default one with "+ Caps" (Font effect -> Effects ->
Capitals).
3. Apply the style to the text.
4. Export to html.

Current behavior:
The text is lower case.

Expected behavior:
The text is upper case.

The css "transform:uppercase" attribute is supported by all the major browser.
It could be the solution.
