Thank you for the report.

Page headers and footers that are repeated on all pages are respectively above
and below all page content, and their position is the same on all page – which
couldn't be done properly if it was placed below the report header.

This is a norm and expected in Writer, so I don't see why it should be
different header.

If need be, once created, the report can be edited, and the first page given
the "First page" style, which will remove the page header and footer while the
rest of the report still has them.

My take is is "not a bug" but others can confirm.
