Description:
LibreOffice does not load. Tried loading manually via the MS-DOS Application
file in C:\Program Files\LibreOffice\program and the following error was
returned:

Not entirely sure what that error means, will attempt to *fully* remove (have
previously reinstalled after uninstalling via Control Panel, so this means
manually removing all of the files associated with the shortcut in
C:\ProgramFiles\LibreOffice and C:\ProgramFiles\LibreOffice\program)

Steps to Reproduce:
1. Run the launcher in any instance (Start Menu, shortcut, desktop shortcut,
taskbar shortcut, Windows Explorer (C:\ProgramFiles\LibreOffice\program)

Actual Results:
LibreOffice didn't launch. After attempting to start via the MS-DOS application
file, more details were presented via PowerShell (Terminal)

Expected Results:
Launched the bloody application

User Profile Reset: Yes

Additional Info:
Used to run fine. I believe that this bug may have something to do with
installed components necessary for programming radios for my company.

I was very thorough in following the Troubleshooting Method and tried every
feasible option to make the application work, short of uninstalling the radio
software.
