I reproduce with the sample file, but I can't reproduce from a new file...
(tried with both ODT and DOCX)
Contrary to bug 125969 (for page/slide backgrounds), a newly imported image
filling the shape area will persist in the collection after a save + reload.
Any idea why?

I really like this idea, to clarify the distinction between app-wide gallery
and document-specific filles (with the option to "save to gallery" any
document-specific fill, of course) – which would solve comment 4.
I think this matters especially for image fills, as I can imagine users
inserting pictures in documents and wanting to make sure they don't end up in a
gallery visible to other users.
