Steps to reproduce:

1) start NVDA
2) start Writer, open "Tools" -> "Word Count"

Actual result:
The explanation of what the dialog does is spoken, but not the actual dialog
content. (NVDA says: "Counts the words and characters, with or without spaces,
in the current selection and in the whole document. The count is kept up to
date as you type or change the selection.")
