Problem description:
Steps to reproduce:
1. Install LO. (including new ones)
2. Try to install the dictionary for french language post-1990: impossible.
Current behavior:
Only one dictionary for french language is available, which does not include
the reform of 1990.
Expected behavior:
Two dictionary for French at installation: old french an new one.
Operating System: Windows XP
