Just like m.a.riosv said, depending on where it is dropped, the cursor might
not end up above the active selection, which might explain it.
But the right-click fails for you even if the cursor is clearly on the
selection?
Can you maybe share a video of it?

And please share the full version information copied from Help > About
LibreOffice.
