I think my mistake was that I added text, turned on tracked changes and only
after that I added comments.

I can reproduce, if I turn on change recording, type text, add comment, type
text, add comment... In this case the jumping with next and previous in the
toolbar does not work.

Already seen in the oldest of Linux 5.2 bibisect repository. Track changes
toolbar was added a bit before that period.
