The 'Shrink text on overflow' does not work if you use it in current PowerPoint
with a new pptx file. So I would say, it is a bug in PowerPoint. Tested with
Microsoft® PowerPoint® for Microsoft 365 MSO (Version 2309 Build
16.0.16827.20130) 64-bit
