Description:
If I am at the bottom of a spreadsheet, setting 'freeze fist row' does nothing.
In fact, it only works if the first row is visible on my screen when I set that
option. 

Steps to Reproduce:
1. open a calc file, it will be easier if the file has some data and column
headers
2. navigate until you don't see the name of the columns (first row) on your
screen
3. View -> Freeze Cells -> Freeze first row

Actual Results:
the setting is not applied. 
However, if you go to the top of your dataset (i.e. you can now see the first
row on your screen), it works as expected.

Expected Results:
The setting should be applied independently of where you are located in the
spreadsheet.
