Description:
A borderline in the Header will not be tagged as artefact in the generated PDF
and therefore generates an error in PAC.
Steps to Reproduce:
1. set a borderline in the header
2. export PDF file
3. check PDF file with PAC
Actual Results:
error in PAC: not tagged item
Expected Results:
automatic tagging as artefact in LibreOffice
no resulting error message in PAC
Reproducible: Always
User Profile Reset: No
