The "decrease/increase indent" for ordered/unordered lists are really controls for "promote/demote outline level", not really about indentation. The indentation used is the one defined for that outline level, and the default for outline level 1 is 0.64 cm. So in my opinion, the request should be closed as "won't fix", but I'll check with the UX/Design team. If you want to have a list that always starts at the margin, you can modify or create a paragraph style that uses the option "apply list style" (in the "Outline and List" tab), and make that list style start with an outline level 1 aligned at 0 cm.
