Please, can you > help with what I talk about in comment 29? I'm not sure what you mean with "changing the regional format". Goto to Settings | Time and Language | Language. There, select Add a language and download the language package for Norwegian. There are two varieties of Norwegian, Bokmål and Nynorsk. Download both language packs. Then set the Windows display language to one of the Norwegian languages and log off and on again.
