No. LO is not a package installer. 
That's what I meant with my packagekit part.
Actually I disable LOs already-existing attempts to do that in Debians packages
explicitely as default. (cf.
https://salsa.debian.org/libreoffice-team/libreoffice/libreoffice/-/blob/master/patches/no-packagekit-per-default.diff)
