When the Options - General - View -> "Use Skia for all rendering" option is
enabled, the "Use hardware acceleration" option becomes enabled and
insensitive, but also a lock icon appears before it.

1. Go to Options - General - View under Windows
2. Enable/disable "Use Skia for all rendering" 
-> a lock icon appears before the "Use hardware acceleration" option. This
should appear only if it's disabled because of a configuration lockdown
setting.
