Reproduced with attachment 116403 in a recent trunk build:

The feature was removed from the default UI in LO 7.6 for bug 155006, so this
is becoming less relevant, but it still applies that we should be able to
manipulate them (at least select and delete them if we want to).
(So to test with a new Floating Frame, one has to add the command to the menu
using Tools > Customize > Menus)

Applies to Calc as well: once clicked out, impossible to select again.
Writer is slightly different: there is an invisible 1-pixel border that can be
selected to move the object and reveal the handles.
