Deprecated when Microsoft implemented the "EnableHexNumpad" registry string value and opened the entire Unicode for use moving MS Windows beyond limitations of localized code pages. Nothing biased against Windows, the project is cross platform and Unicode centric with extensive ICU lib based handling rather than native Windows os/DE.
