Description:
When opening any PDF (whether downloaded or exported from LibreOffice) in
LibreOffice, Draw launches and displays the message "This PDF file is encrypted
and can't be opened" within the document.
Steps to Reproduce:
1.Download PDF file or Export PDF file from Lib-O
2.File -> Open -> Select PDF file.
3.Draw launches, but the document does not contain its original content; it
only consists of a text box stating "This PDF file is encrypted and can't be
opened."
Actual Results:

Expected Results:
The original content should be reproduced within Draw to be equivalent.

Additional Info:
In LibreOffice 5.4.7, these PDFs could be imported successfully.
