Yep, it's "Single Toolbar" Now I didn't change it. So I changed it to "Standard", closed Office, opened it, opened Calc & UI was back to "Single Toolbar". So this time after changing it to "Standard" I also clicked on "Apply to All". That works. It would have been nice to know the setting was changed.
