Can not confirm, the LibreOffice UI responds to os/DE settings of UI scale.

On Windows 10 DE either by full DE scaling done from desktop context menu
'Display settings'. Or from the 'Ease of Access' panel 'Make text bigger'.

The 'Make text bigger' works without logoff. But the 'Scale and Layout' from
display settings requires logoff/login. 

Please test either method.

Personally I set a custom scale factor via the 'Advanced scaling settings' as
that seems to correctly pass in details needed for HiDPI screens as opposed to
using the list box of scales which simply magnifies the screen content and
leads to pixelation.

LO's ability to scale specific UI elements was removed at the 5.3 release as
unsupportable cross platform, bug 101646 for reimplementing with more complete
HiDPI support.
