I took your suggestions and made an experiment.

I copied a document from the folder inside the Dropbox folder and placed the
copy on the Desktop.  I then re-booted the computer and launched the document
directly by double-clicking on it on the Desktop.

The result is the same; it still takes approx. 5 minutes to launch.  Open
Office (the latest version: 4.0.3.3., downloaded yesterday) launched and then
we went into the long "not responding" delay.  Oddly enough, watching the
Windows Performance Monitor, CPU usage was virtually at idle (2 - 3 %)during
the entire delay, and then at the very last moment, there was a burst of CPU
activity (approx. 20 - 39=0%) with soffice.exe and the document opened. 

I made a small change to the drawing, saved the file back to the desktop, quit
and immediately re-booted OpenOffice and opened the document.  Same result; a
delay of 5+ minutes.  Once the document opened, I attempted to open another
.ODG file from the File menu, and we went back to a multi-minute delay before
it too eventually opened.

Distinctly odd.  I worked with these files extensively about over several
months and only had the occasional delay.  Now it seems to be every time.

If there are any performance parameters or something I can watch while the
delay takes place, please let me know.  I'm perfectly willing to set up
TeamViewer if you want to log on to this machine and watch it yourself.  But
it's boring ....
