I can reproduce by changing LO to from light to dark mode (LibreOffice > Preferences > LibreOffice > View > Appearance > Mode: Dark), and then creating a new presentation. But the template manager is not the only part that does not update, e.g. the font in the start center or in other dialogs is also black on dark grey. The opposite is true: going from dark mode to light mode ends up in light font on light background. A restart of LibreOffice is needed for the UI to refresh and fix the issue. So I'm tempted to close as duplicate of bug 156855 but the screenshot shows it only affected the names of the templates, whereas in my testing it affects the rest of the UI too (other labels, icons...) Would be good to get the user to test on a newer version and provide more details about OS settings.
