Or if that was to apply on non-protected cells it's confusing UX. Or did you mean to have both? That's utterly confusing. I'd rather introduce an option like "[ ] Lock all formatting even on unprotected cells" because that is what is actually requested here. Copy-pasting a cell also pastes the "this has no CF" attribution, if so, unless excluded with Values Only.
