Example Starting State:
 Cell A1 contains formula1 and comment1
 Cell B1 contains formula2, with or without comment2

User Actions:
 1. Copy cell B1
 2. Paste Special into cell A1
    -> configure paste special pop-up as follows
        Under "Paste", only "Formulas" is selected
        Under "Shift Cells", "Don't Shift" is selected
        Under "Options", nothing is selected
        Under "Operations", "None" is selected
 3. Click "ok" to paste-special forumula2 into cell A1

Expected End State:
  Cell A1 now contains formula2 but retains comment1

Actual End State:
  Cell A1 contains formula2 only. Comment1 is lost.


I tried various combinations of configuring "Paste-Special" but could not find
a way to preserve existing comments in the destination cell / cell range when
pasting formulae-only from a source cell / range. Since I selected only
"formula", not "comments" in paste-special pop-up, I was not expecting
pre-existing comments in destination cell to be lost.  Is this design intent?
