Bugzilla IS user unfriendly. The LO form is a great improvement over that. But the main obstacle IMO is the requirement to have to subscribe to yet another account. I have suggested elsewhere that OpenID should be adopted as the default identification method. http://openid.net/get-an-openid/ Most people already have an OpenID (e.g. a Gmail account) so that obstacle would be reduced I believe that OpenID plus the user friendly LO form should be the default user submission interface for users.
