in case anybody cares, i've just fixed this problem, so that
--enable-dbgutil --disable-symbols will now result in a build with
assertions but no symbols; plain --enable-dbgutil still enables symbols
everywhere.

i don't have an opinion whether --enable-dbgutil should by default
enable symbols or not.
