Marked as DUP of fdo#53070. Until someone fixes the 3.6 builds made available to the general public, this problem will continue to plague users.
Even then, the VCR version fix does not itself appear to fully resolve the problem - LO doesn't seem to hang, but the database still ca not be loaded. A PITA regression for all those Windows users who still need to be able to read these files, even if it just to migrate.
