it of course works locally here.. and I cloned it on a windows 2012 r2
and it worked there...

is it that that you are seeing:

The message is indeed as you say.

I have cloned again, this time directly onto the machine where I am
trying to run, and things seem to be working.

Absolutely no ideas... but there is a bootstrap.ini, maybe that serve
the same purpose on Windows ?

bootstrap.ini indeed.  The "rc" bit was a hangover from my Linux
experiences.  Still, it seems to be the fresh `git clone` which
creates the file.

but surely one would hope that one does not have to tweak it to run,
that would make using bibisect quite cumbersome

Only if the bug requires particular user options, like macro security
level or system dialogs or some such.
