Sorry, but normal is too high for most interoperability issues. "minor loss of function, or other problem where easy workaround is present" The "easy" workaround from the projects perspective is to always use an ODF 1.2/LibreOffice native format. And as most of these issues are filter based--"round trip" issues in the export/import are of more importance than one-way import. And filter compliance with published standards is of more importance than "proprietary" or individual program implementations. We might target specific aspects of interoperability for better alignment with other FOSS projects--e.g. Inkscape extensions to SVG, but in general handling our internal formats and compliance with standards is best for long term health. Code the filters to the standards, and do not get sidetracked chasing other program implementations.
