They simply want to fetch the latest version from http://www.libreoffice.org and get it executed by clicking on the downloaded file from a GUI file manager to get it installed and/or executed. Distributions do not always provide the latest versions. Apply any arguments used to provide a portable Windows/Mac version to Linux.
