Yes we do want users to easily be able to switch the toolbar layout, which is why we didnt stuff this option in the Options dialog, but added it to the recently organized menu bar. Having a button on the menubar will possibly make this feature more easily discoverable, but there isnt any guaranteed method that will show this option to the user. Not getting what you mean by 'so much time', but if you are talking about the notebookbar, then it has been worked on for maybe 6 months. Toolbars are used in most applications, so i wouldnt call it a legacy UI and we have improved the toolbars during LO's lifetime.
