OK. But any reason we could not push toolbars onto the Sidebar as a new Toolbar
deck? When needed for context--rather than a popup toolbar (shifting UI
eleemnts)--buttons of the toolbar would wrap into a content panel. With some
suitable handling of splitbutton actions.

Back to the "dynamic" nature of the Sidebar GUI--as in bug 33223
