The footnote separator line is an attribute of the page style (PgS) and we have
no option for different settings in case of continuations. The UI might be easy
to change but we have to consider compatibility and need to comply with the
open document format.
Besides the technical questions I actually never heard of a publication style
that requests different footnote separators. Do you have a reference?
