The scrolling behavior is controlled by the OS, and the small step (arrows on
top/bottom) is customizable, AFAIK. Clicking somewhere in the bar itself should
jump to this position.
In general, the scrollbar knows about the canvas or rather the content (number
of pages and size in respect to zoom in case of Writer) and not the number of
lines (which could vary with the font size, for example).
The recommended workflow is in comment 5.
