We discussed the topic in the design meeting.

MSO centers the first page, if it's the only one, and moves it to the top after
adding a second page (with a nice smooth effect). This sounds acceptable yet a
bit over-engineered.

The alternative solution is to show the scrollbar even when a single page is
visible and allow the user to scroll the page to the upper or lower position,
and use the center by default. This is probably the more natural solution.
