MSO centers the first page, if it's the only one, and moves it to the top after adding a second page (with a nice smooth effect). This sounds acceptable yet a bit over-engineered. The alternative solution is to show the scrollbar even when a single page is visible and allow the user to scroll the page to the upper or lower position, and use the center by default.
