When I set autogen.input with --enable-dbgutil Make kicks out this error msg and build fails. Error msg: ExternalPackage_icu.mk:24 ...file icudtd53.dll does not exist in the tarball. Stop And build stops.

I cannot offer you any help with your --enable-dbgutil problem, but note that since late last week LO master requires at least MSVC 2012 (see recent "C++11" thread on this mailing list).
