It’d be awesome, if we could take 5.4.1.1 as an example.
The tag was added over a week ago on August 11th.

But even now it’s not available.

It’s available as a pre-release [1]. So I am wondering, what is holding
this up? Surely, doing the release doesn’t take more than a few days.
How can I find out the reason?
doing a release is scheduled to take 3 weeks, as always, since there are
2 RCs planned, and you're looking at the 1st one.
see:
https://wiki.documentfoundation.org/ReleasePlan/5.4
RC1 Week 32 , Aug 7, 2017 - Aug 13, 2017
RC2 Week 34 , Aug 21, 2017 - Aug 27, 2017
Release 5.4.1 Week 35 , Aug 28, 2017 - Sep 3, 2017
Thank you for pointing this out. That was the missing piece of
information to understand what is going on.
Kind regards,
Paul
