Judging the usage, it looks like it emulates the C++ "friend" functionality.

No idea. Maybe private got #defined as public in some era/platform or
other, so you'd put private stuff inside a _SOLAR_PRIVATE block instead
to emulate a working private. Sounds like a fine candidate for an easy
hack to just remove it.
