There are people certified for migrations, who have managed migrations of thousands of desktops to LibreOffice. In general, they are not developers, although developers contribute to this kind of projects. You can find some information here: https://www.documentfoundation.org/certification-program/. I suggest to read the Migration Protocol: https://www.documentfoundation.org/media/tdf-migrationprotocol-v2.pdf to get a better idea of the migration process.
