OK, if we don't do self hosting, I guess the very least we could do is
post the podcast files (audio or video, the producer isn't sure yet) on
our website for people to download. I'm not sure if my org will be OK
with hosting the podcasts with a third part (but apparently iTunes is
OK!! sigh) but I'll ask.

Free as in Freedom (http://faif.us/) uses a simple RSS and OGG deal,
which is pretty convenient and easy to use, but as you mentioned
hosting your own solution would be difficult, I think using one of the
many public MediaGoblin instances might work.
