One last point: the international scope of the GPL is more about getting individual citizens in China and India and elsewhere to have the benefits (and privacy in many cases!) to use free software like GNU, Tor, etc. and blocking distribution to those countries to stop exploitive companies and governments would mean removing technological resources from citizens who are the people most able to bring about change in their countries.
