I thought that too... Since it's a workgroup, their review would involve changes to the submitted project. A member of the workgroup could use the support resources of the submitted project, *but* that would imply extra work for that member and extra account to maintain, and in case it turns out to be non-free, could be seen as support for it by eyes of other people.
